Children's Administration is seeking a dynamic and motivated Education and Well-Being - Social and Health Program Consultant 2 to join our team within the Division of Children and Family Services office located in Spokane, Washington.
As the designated program consultant for Well-being, this will include education, health and medically fragile areas and limited English proficiency (LEP). You will provide support to professional staff in the implementation and utilization of these programs. Participate in developing, administering and monitoring these social service programs and the program policies and procedures for use by staff and contractors. This includes developing and implementing plans for monitoring internal practice and provides local training to staff and community members to enhance practice regarding Well-being, education, health, medically fragile and LEP services.
**Some of what you'll be doing:**
* Provide technical support, consultation, policy interpretation, training, guidance, and oversight to agency staff, community, provider partners and other interested parties
* Work with senior management to administer all aspects of program and policy implementation; including trend and issue analysis, service authorizations, and practice recommendations
* Collect and analyze data, statute and policy, write reports and policy; manage provider relationships; and make program recommendations to management team
* Identify program or high risk areas of concern within assigned program areas, advise management and make recommendations
* Collaborate with the Fostering Wellbeing Unit, the Regional Medical Consultants, and Coordinated Care to facilitate quality services to children with intense, complex or concerning medical needs
* Establish goals and objectives for assigned programs and staff
* Meet with Education contracted providers to provide consultation, technical support and ongoing quality assurance functions
* Partner with Tree House to support educational needs of youth in foster care, act as liaison between staff and Tree House staff and the community
* Identify problem areas as it relates to interpreter services, support staff and coordinate with regional and statewide leads to meet LEP needs and work with local office support staff to troubleshoot issues
**What we're looking for:**
* Know and understand State and Federal policies, procedures and regulations of social, financial and health programs related to Child Welfare Services within the social work environment
* Apply knowledge of risk and safety issues in a child welfare population to the facilitation of a group decision making process that results in appropriate service plans and placement decisions
* Utilize critical thinking and strategic planning skills to recognize trends, systemic issues and service gaps and use information to bring system improvements to the management structure
* Apply strong, strength-based orientation and display excellent group process and customer service skills including conflict management
* Must be able to effectively communicate with management, peers, clients, and the public
**Who should apply?** Professionals with one of the following:
A Master's Degree in Social Work, a health or social science, public administration, or a related field or a Juris Doctorate; and three years of professional experience in planning, administering, developing, or delivering social, financial, health or chemical dependency treatment services which must include two years of paid social service experience assessing risk and safety to children and providing direct family-centered practice services (strengthening and preserving family units).

A Bachelor's Degree in Social Work, a health or social science, public administration, or a related field and four years of professional experience in planning, administering, developing, or delivering social, financial or health services programs which must include two years of paid social service experience assessing risk and safety to children and providing direct family-centered practice services (strengthening and preserving family units).
Degrees must be obtained from an accredited institution.
