Job Responsibilities/Duties
Under minimal supervision, qualify and perform as a fully competent Senior Subcontract Technical Representative (STR) to initiate and coordinate the development of Subcontract Statements of Work (SOW) and ensures technical evaluation criteria is included for solicitation. Initiates compliant Contract requisitions that are diverse in scope and complexity and all required/applicable documents. Reviews submitted Contract requisitions and Contract Change Requests (CCR) and perform as initial reviewer and approver on routed Contract requisitions and Contract Change Requests (CCR). Using discretion, with a wide-latitude of independent judgment, serves as the liaison between the subcontractor, Procurement, and members of the Project Team (e.g., Engineering, Quality Control, Health and Safety) and other organizations to perform assigned duties and responsibilities. Serves as the primary approver on Contract requisitions, Contract Change Requests (CCR), and invoices.Provides guidance and on policies and procedures ensuring compliance by subcontractor personnel.Provides guidance to less experienced Buyer Technical Representatives (BTR's) regarding proper subcontract management techniques and program administration. Mentors BTR's in order to build depth in this area within the organization. Investigates and resolves varied and complex disputes, concerns, and issues that may arise between management, buyers, subcontractors, facility personnel, and the Department of Energy (DOE). Leads job walk downs to identify potential work hazards. Identifies and clarifies subcontractor introduced hazards and becomes familiar with the job site and surroundings.Acts as primary point of contact for all communications between the subcontractor and WRPS for day-to-day technical matters.Monitors the progress and expenditures of the subcontract to ensure funding limitations or period of performance are not exceeded. Interfaces with the subcontractor and Finance/Accounting to obtain and document monthly subcontractor accrual information. Provides day-to-day oversight and administration of subcontracts in accordance with Procurement procedures and BTR qualifications.Supports Procurement Specialist with subcontractor negotiations as required.Performs invoice reviews to assure pay request are in accordance with contract requirements and that technical reviews are complete and sufficient backup documentation is attached.Leads procurement planning discussions relating to acquisition strategy development activities.Implements, supports, and monitors procurement reporting systems to meet project requirements.If required by the Project, understand and perform field work, become trained and qualified as a Rad Worker, Haz Waste, CHAT-D, FEHIC, Mask fit, Lock and Tag and other training to enter work zones. Extensive knowledge and understanding of policies and procedures relating to procurement and subcontract management methods and techniques. This will include but is not limited to Hoisting and Rigging, Electrical Safety, Excavation, Lock and Tag, Rad Con, Chemical Management and other intensive site requirements.Complies with WRPS policies and procedures.Ensures ISMS Principles are incorporated into organization's activities.Ensures schedule commitments are met and/or develops recovery plans when dates are projected to be missed or project schedule has been accelerated. .Maintains flexibility to change and promote and support EVMS/Cost Performance Index activities.Takes prompt action to accomplish assigned objectives; identifies understands, and resolves technical issues as they arise. Recommends and implements corrective actions and improvements.Proactively approaches job assignments and has extensive understanding of the inter-relational processes to facilitate timely resolution of issues as they arise.
Required Qualifications
Bachelor's degree in Business Administration or related field, or equivalent combination of education and/or experience.8 years related experienceExcellent interpersonal and communication skills needed to facilitate project milestones. Must be able to clearly and concisely communicate with peers, subcontractors, Procurement, Project Team and/or senior management. Must be able to demonstrate an extensive understanding of Statements of Work (SOW), requirements, deliverables, schedules, quality levels, procedures, invoicing, Asset Suite, technical evaluations, kick-off meetings, subcontract execution and close-out. Successfully completes the BTR Qualification testing within sixty (60) days of hire and maintain qualification accordingly.Proficient in the use of MS Office and Adobe Acrobat.
Desired Qualifications
Extensive understanding of policies and procedures relating to procurement and subcontract management methods and techniques to include Federal Acquisitions Regulations (FAR) and Department of Energy Acquisition Regulations (DEAR).Managerial Experience in the procurement discipline. Technical background in field or design engineering.Casual understanding of planning of Capital Line Item Projects in accordance with DOE O 413.3B.Strong at reasoning, creative thinking, and decision making.Proficient in the use of WRPS computer programs such as, but not limited to, Asset Suite, IDMS, PER's, CLTR, TFMSS, and E-Stars.
